The Rural Municipality (RM) of Kelsey is located just outside the Town of The Pas and stretches from 120 KM South of The Pas and includes the Local Urban District of Cranberry Portage. The RM of Kelsey is home to approimately 1905 residents and consists of five subareas which are; Carrot River Valley (Pasquia Settlement), Young's Point, Big Eddy, Umperville Settlements, Ralls Island, Wanless and the LUD of Cranberry Portage. All these subareas are apart of Cedar Lake CFDC's region, except for the LUD of Cranberry Portage which falls under Greenstone's CFDC.

Althought the first permanent settlement in the area was constructed in 1741, the RM of Kelsey was not incorporated until 1944. Individually, these subareas are too small to form an effective government, but combined they form an effective, well-managed jurisdiction. Childern of the RM of Kelsey attend school in the Town of The Pas, which has all levels of schooling available. The economic activities of the area are; Farming/Agriculture, Rice Processing, Heavey Equipment Operations, Logging and Tourism. R M of Kelsey has developed it's communities with businesses and form it's economy. With beauty and more room for growth the R M of Kelsey welcomes Tourism and Economic Develoopment.
